I agree, and I think that is the one thing I take away from this. I had a couple of times earlier casually said something as I passed by the bench. In hindsight we didn't do nearly enough. Having said that, to tref's point I don't think that would have avoided it; it would only have accelerated it.

Beginning tonight, I will be much more diligent about delivering a more direct warning at the first sign of inappropriate behavior.
