The talking heds are saying that by rule, if the ball hits the glass and then is touched, it is goaltending no matter if the ball is on the way up. Can someone with NCAA rules knowledge confirm/deny?

Missed it was but that sort of play exposes the difficulty of enforcing that rule. It is incredibly difficult to see the exact timing of the two touches (hand vs. board) from out top when they are that close in time. Only the side and up close view makes it clear. The replay from the angle of the C was not obvious.
I've long contended that, at that level, there are many basket interference calls that are missed (and now goaltending situations like this one) because the officials just can't see the objects from the angles needed to be sure. |
