Two observations from a former skeptic regarding this "whistle in the subs" thing, which is new in our state:
1) It has served to expedite substitutions a little better, especially in instances where the horn for subs isn't always as reliable as it should be; horn or no horn, players are getting into the habit of waiting for and regarding the whistle.
2) It also prompts the "that guy" partner to note that his partner has subs coming in and thus serves as an extra alert for him (sad that he even needs it, I know) to look at that official and regard his stop sign before making the ball live.
I didn't expect these beneficial outcomes, but am gratified to see them.
Skeptic won over.

Yeah, I prefer using the whistle for subs myself, but I'm just Roman, not a senator.

Recently on the forum, we had some thread about a horn sounding (inadvertantly) during a live ball and a sub running on the court. If the subs get used to waiting for the whistle, that play is less likely to happen.

True. Too bad in Ohio we've been instructed to stop whistling in subs. :(

Why?

"Because referees are overusing the whistle and the horn is sufficient acknowledgement and notification of the pending substitution."

Maybe add something about not using your whistle to signal the end of a quarter or end of the game when there's not a shot attempt pending? That's one of those little things that I see a lot of officials do that draws unnecessary attention. The horn is sufficient.

Hmmm, I always thought the horn was for us, and we took care of the subs.

Depends on the area.

What if they make a mistake? Two shot foul, subs at table, horn sounds and in they come, because they feel horn allows them to. I understand beckoning as horn sounds.

Not a good idea imo.

Maybe in your area, not here. A whistle is expected here.

Agreed, but the ways of Columbus are mysterious indeed.

Expected here. I whistle in every sub, too.

Thank you...

...for a fine document that offers up many of the things we need to think about as the third team on the floor.

Most of my partners are great about not chasing down loose balls during the game. I wish they would be as good about it once the game is over.
