Coach, here is one part of the answer

Part of the issue is like the NFL with it's mandatory fines if a uniform has socks the wrong length or the wrong colored shoes.

It the fact that NFHS want the team and not the individual to be featured. So they put the emphasis on uniformity and team in the rules the point that everyone has to dress the same. As for socks and shoes, they for the moment think differently, probably for socio-economic reasons (i.e. some kids can't afford it).

They do it in one way or another in other sports too, and they do have a point to it even though they go too far in this case. And in some ways I can't blame them, it seems like every kid has to make a statement in some way, be it dress, mannerisms, or something else, and it seems to be the more outlandish the better. It's just another function of the "me" generation, for better or worse.
