You are quite correct about Aus & NZ, we even use 3PO in Aus for our NWBL (national wheelchair basketball league). FIBA however, do not, even though they changed the rules to allow it. At the last world championships they could have used 3PO but instead rostered 3 officials running 2PO on the game with a stand-by official (remember those world championships - USA lost! - what an uproar).

So FIBA's position on 3PO at present is that they will allow 3PO but let the competition organisers dictate whether it is used. What I am wishing for is for FIBA to adopt it and put it into place for all international competitions (starting with the men's - sorry ladies, no offense mean't) and maybe even euroleague! The FIBA committee will decide on other changes ie adopting the alternating posession rule, a smaller ball for women, changing the shot clock rule so we don't have to stop the game if the shot clock expires after the ball's left the hand and the ball strikes the rim etc, to make FIBA a bit more like NCAA in October this year.

Slowly the wheels turn!
