Technical at the end of the 4th
 
Looking for the rule reference.

Tied game, horn goes off to signal the end of the 4th quarter, technical foul on Team A's coach.

How do you handle this situation and where can I find the reference in either the rule book or case book?

Since the 4th quarter has ended in a tie, OT is needed. Start the OT with the T.

If the game had NOT been tied, then shoot the T FTs at the end of the 4th quarter to see if OT is needed (assuming the team shooting the FTs is behind by 1 or 2 points)

And if one team leads by 3+ points, there's no need to administer the free throws for the technical foul, correct?

(well, unless the same team picks up a second technical foul and the other teams is within 4 points... then you would be shooting the FTs)

If the successful making of free throws would not change outcome of game, are the ft's not taken? The T cannot be ignored?

The FTs are not taken but the T after the game should be reported.

Imagine this play:

Team A is winning 61-60 when regulation ends.

The Team B coach is flagged for a Technical Foul. A few seconds later, Team A coach is whacked as well.

Assess in the order they occurred, and Team A would shoot first. They hit both. Team B then does not get to shoot their foul shots.

Team A now wins by 3 instead of 1. :eek:
