Yes, that's the suggested mechanic because it makes our job of tossing the ball legally immensely easier...and that's the point of our mechanics. It'd be stupid if one practiced tossing the ball 20 feet in the air as you're more likely to start tossing it off line.

Still, the rule book tell us that we shall toss the ball higher than the jumpers can jump to get it.
