Are there any boards that rank members on a list according
to specific criteria ?

What criteria do you use ?
ie. 1.Years on your board.
2.Written exam mark.
3. Fitness Test Score.
4. Use of apporoved board mechanics.
5. Rules application/judgement.
6. Personal Education/Development. .........?

If you made a "report card" that produced an mark to compare all your officials, what would it look like.

Is there an need on your board for more accountability
to exist when evaluating and promoting officials ?

Qualifications, decision making factors. Basically things that help those rank officials, such as years of experience, levels officiated and playoff experience, just to name a few examples.
