I believe they are already published. I think I saw one at Barnes & Noble Bookstore. You can probably also find them at the ncaa.org website

You can get the rule change info in the press release section on rule in NCAA Online at NCAA.com. Or I will email you a copy if you wish. The rule books typically have the changes incorporated.
