I hope that when NF removed it they declared their intent to change the rule rather than removing it without comment ;) We need to be able to distinguish subtle differences in these changes 39 years later.

That is exactly what the Rules Committee did. They stated in an editorial comment why the section of Rule 2 was being deleted. And if one reads the NFHS Basktball Handbook, one will find it under the rule changes for 1963.
