Do technical fouls also count as personal fouls.

Mark is correct. You could look at it this way: If a technical was same as a personal foul, then a player could get 5 technicals before fouling out of the game. If that came to pass, I would retire!!!!

Under NF rules - "technically"- NO. (pun intended) But they do count toward the five fouls for disqualification of a player. The semantics sometimes make this confusing, plus older rule books don't have a place in the player fouls section for technicals, so the officials have to remind the scorekeeper to count any technicals toward the five combined personals and technicals for DQ.
