While, NFHS 4-15-4 Note 2, does not specifically state that slapping the ball away from an opponent who is holding the ball is not part of a dribble, I think it is pretty clear that a player does not have control in this situation either.
He's wrong, and he's probably been wrong for years, and will likely continue to be wrong.
