what would be the table mechanic(s) for reporting these 2 fouls? Does each ref go and report the foul they called? or should one ref handle the report(s)?

No -- if you use the double foul signal, someone's going to want to use just the arrow.

Reprot the two fouls, get the coaches together with the table and explain what will happen (because they'll ask / won't know -- yes, that's a generalization), maybe give some words to the PA announcer so the fans will be at least a little informed and administer the fouls.
