silly question - undue roughness

Sorry for the silly question in the middle of March Madness, but here goes...

12-18 year old girls rec game. A1 (smallish 13 year old) is holding the ball in front of her in the back court. B1 (largish 16 year old) places both hands palms down on top of the ball. A1, intimidated, stands there doing nothing. B1 stares at me expecting a held ball call.

What do you do?

As for what I did, I kept my 10 second count going and did nothing. The ball is not held "so firmly on the ball that control cannot be obtained without undue roughness" as per 4-25-1. A1 eventually turned around, and B1, realizing I didn't call a held ball, tied A1 up from behind and fouled her in the process. B1 was quite unhappy with the foul call and nearly got a T as well.

It sounds to me like B1 tried to get an easy held ball, and didn't meet the criteria. Not your problem, rsl.
