Will someone please explain this?

Test question from ’97. "Prior to releasing the ball on a try, an airborne player is not an airborne shooter." The answer is TRUE.

ART. 1 . . . An airborne shooter is a player who has released the ball on a try for a goal or has tapped the ball and has not returned to the floor.
ART. 2 . . . The airborne shooter is considered to be in the act of shooting.

So, if one jumps and has started his motion to shoot but has not released the ball than he is not in the act of shooting????

You can be in the act of shooting without being airborne and without having released the ball. The airborne shooter definition just extends the act of shooting definition to cover players who are still in the air after releasing the ball.

No, the player is definitely in the act of shooting, he just is not an airborne shooter, by definition, until he releases the ball.
