Interesting Situation
 
This play starts at the beginning of the 3<sup>rd</sup> Qtr

Enterprise was entitled to the throw-in at the start of the 2<sup>nd</sup> half. Problem was Enterprise had not returned to the court. San Juan(SJ) was positioned on defense in Enterprise’s front court. After about 5 to 10 seconds following the horn to start play the referee puts the ball on the floor and began his 5-second court. After about 2 to 3 seconds a member of SJ’s team runs up to and grabs the ball while it was out of bounds. The R blew his whistle....

Technical foul on SJ for crossing the throw-in plane and touching the ball that has been placed at the disposal of the thrower during a throw-in.

... we aren't using ROP.

60 seconds on the clock. If not there at the end of 60, Team Technical.

9-2-10 penalty 3 says the technical is assessed "if an opponent(s) of the thrower reaches through the boundary-line plane and touches or dislodges the ball while in possession of the thrower", not just at the disposal of the thrower.

Which brings up a related question. On a spot throw-in, the official bounces the ball to A1 who is standing OOB for the throw-in. B1 reaches over the line and hits the ball before it gets to A1. What's your call? Is it therefore, according to the rule I quoted, just a DOG warning?

Read 9-2 Penalty 3 again; you might want to reconsider.

Question: Has Enterprise returned from the locker room and are just sitting in their huddle?

If so, you did it correctly and your next call is a DOG violation on SJ.

If not, you did not do it correctly. Once the clock runs off for half time, if one team is not back from the locker room; put 60 seconds on the clock and send GM to get them. If they don't return before the 60 seconds are gone, technical foul.

Regardless, once you use RPP, if the defense reaches across (or steps across) and gets the ball it's a DOG violation.

The part I highlighted in red is the key.

Again, RPP shouldn't have been used in this situation. It's a different rule.

"At the disposal of" doesn't equal "possession" so I would agree, DOG it is in the OP.

Since A1 does not yet have possession it would still be a DOG warning in the second scenario unless I judged B1 to be acting in an unsportsmanlike manner, maybe reacting to what he considered to be a bad call and slapping the ball away to show his disgust. Though it would have to be pretty obvious for me to go down that road.
