Sub or not?
 
Beginning of second half. High School Basketball. Before R puts the ball in play, table lets us know that the visiting team has put players in without checking them in before the 15 second mark.

Do you allow the coach to "buy" them in with a time out?

This is a matter of discussion among a few of us.

Coach can certainly do that, if desired, provided they then report properly before the first horn of the timeout. Hard to imagine that he would use the timeout just for that, though.

Yes. The timeout creates a new opportunity to sub as long as they check in before the 1st horn during the timeout.

By "players" do you mean substitutes who become players?

But, for both of you, what rule lets you do this? Take a close look at the substitution rule and casebook.

3-3-1a
A substitute who desires to enter shall report to the scorer, giving his/her number.
Between quarters, at halftime and during a time-out, the substitute must report or be in position to report to the scorer, prior to the warning signal which is sounded 15 seconds before the end of the intermission or the time-out.

BkBallRef quoted the rule. The point is, any time a player misses an opportunity to sub, they simply wait until the next one. Nowhere does it say the clock has to run before the next opportunity is valid.

How about 3-3-1a NOTE: When a substitute is not properly reported, the players in the game at the conclusion of the quarter/when the the time-out was called shall begin play for the new quarter/after the time-out.

And 3.3.1 Situation D: Intermission has concluded and play is about to resume in the third quarter when the scorer notifies the officials that no Team A substitutes reported prior to the warning horn. RULING: The third quarter begins with the same five Team A players that concluded the second quarter.

Please note that this situation has an asterisk indicating that this is a new ruling.

No where in the language of those rules does it not allow the substitution to be made after the coach calls a timeout.

Like others have said that "re-starts" the process of legal substitution requirements.

Team A calls a timeout. The 15 second warning horn goes off before Team A brings their subs to the table. Table informs the officials and the officials withhold the subs until the next dead ball opportunity. Team A decides to call another time out.

Are you going to disallow the substitutes? If not, then you would have to allow the subs after a timeout as in your OP.

Okay, you're about to start the period. Becuase the new subs did not report prior to the 15 second horn, they cannot participate. That's what the rule is saying.

Now, the coach uses a timeout. The players can now report before the 15 second horn at the end of the timeout and enter the game.

What's new is that the players must report before the beginning of each quarter.

If the coach uses a timeout, the new subs may report and enter.

If the coach gets a T for arguing the situation, he can now send those new subs to the table, report, and enter before the clock starts for the period.
