If you mean rule 10-3-6d, then the answer is yes. (Rules use hyphens, cases use dots.)

Happens sometimes in MS games. Warn the player, warn the coach, try loudly to talk her out of it, then T if it continues.

A player shall not: Purposely obstructing an opponent’s vision by waving or placing hand(s) near his/her eyes. NOTE: Purposely diverting an opponent’s attention by waving is different than holding or waving the hands near the opponent’s eyes for the express purpose of obstructing the vision so that he/she cannot see.

Saw it in an NBA game last year. It was a Celtics game and (surprise) Garnett was involved. The defender actually had his hand ON Garnett's face before the official called it. Was kind of funny, but the defender forced the call.

I've warned a player in a, wait for it, 7th grade girls YMCA game.

You sure it wasn't a 6th grade "competitive" game? Maybe it was 5th grade varsity.

As far as the OP goes, I've never had to use the rule. Warned once and that's the closet I've come.

I had to warn in a 9th Grade Boys game last year. :eek:

It was not competitive, and even by Billy's liberal "Webster Standard," it wasn't "varsity." There wasn't even a national anthem played. :D

GV, #1 team in the state (largest class). I went straight to the T.

At least if it comes up when I see them in the playoffs, I an reference you when they say "I've never heard of that before".
