Back to Back Timeouts

Hey all-
Is it legal for a team in NF rules to call back to back timeouts without the ball being inbounded between them? Had this happen Saturday night in a varsity boys game!

It's legal to call consecutive TO's except after the expiration of playing time for the fourth quarter or any extra period

Thanks Jurassic-Never had that happen before so I was kind of stunned at seeing it!

JR,
What's the rationale for not allowing consecutive TO's after the expiration of playing time for the fourth quarter or extra periods?

NFHS doesn't want a team spending all remaining timeouts trying to ice a potential free throw situation with no time left on the clock.
