Injured player, Official time out
 
A1 goes hard to the floor for a steal. He/she is down for a few seconds until team B makes a basket. Referee stops play after a made basket to make sure injured player (A1) is ok. The player is ok and the coach was not beckoned on to the floor. But team B wants to substitute during this official time out, can they? Can team A substitute, but not for (A1) the injured player? If A1 is not injured, we would keep playing and not be able to substitute until the next dead ball. What is the ruling?

Play has stopped. The ball is dead. Either team may substitute.

Agreed for FED and the first 39 minutes of an NCAA game.

In the last minute, subs would not be allowed.

I think so. There's some subtle difference between when subs are allowed in the last minute, though. It might be just a rule wording difference and the effect might be the same.
