Only every eval I've ever had.
I don't know that you'll find one, what you'll find is an absence of a reference to any exceptions to the mechanics that would allow for that.

So what do I tell the guy that when I tell him it doesn't allow for it in the book and him saying "It doesn't NOT allow for it either"?

Besides that he isn't suppose to use a double negative in a proper sentence?

Where does the mechanic say to stand when administering a throw-in in the backcourt?

Current manual, 2.2.2 General Throw-in Provisions:

C. End Line:
1. All end line throw-ins shall be made from outside the thrower; between the sideline and the thrower. (p. 21)

Ed has the right reference. Since you can't find your Officials Manual, the verbage is as follows:

3.2.2(C)3 Backcourt end line throw-ins by the Trail shall be made outside the thrower.
