1. The two aren't mutually exclusive.

Others have given you the pertinent citation to look up. I just want to add that you should go back and reread the definition of point of interruption cause your above statement shows you need to brush up on it.

This is the Lead Officials Primary responsiblity to make sure the players are lined up right...the other officials should also make sure...this should never happen if we are doing our jobs.
