What kind of fouls is called when the ball is being passed to the free throw shooter but they have not gained posession of the ball yet?
Any foul called would be intentional or flagrant technical foul?

The ball becomes live when, on a free throw, it is at the disposal of the free thrower. Since the ball is still dead, then the only fouls that can be charged are technical fouls, either intentional, or flagrant.

Not true, but probably what the test question was looking for.

How so? Aren't we told to ignore fouls during a dead balls unless they're intentional or flagrant? And, if the ball is dead, then the only fouls can be a technical fouls. What am I missing here?

You're correct that the only fouls that can be called are technical fouls. You are incorrect that they must be intentional or flagrant.

Got it. Thanks. We have been told to ignore contact during a dead ball unless it's intentional or flagrant.
