I agree with everyone's answer, but I have to say I think it's a stupid restriction. If you're going to allow long pants, why prohibit tights? It makes no sense to me. If you're worried about them becoming a fashion statement, just restrict them to being the same color as the game shorts with no visible lettering or manufacturer's logo. It just seems insane to me to allow one and prohibit the other.

I think that they're saying that one can replace the other, but one cannot be worn as an adjunct to the the other. I also think that I really don't care. :D I can't even begin to speculate about the intent and purpose of most of the fashion rules they want us to enforce.
