Basketball Rules Reference
 
I am attempting to locate the rule reference for excessively swinging of the arms or elbow in the rules manual. Does anyone out there have that reference?

4-24-8
ART. 8 . . . It is not legal to swing arms and elbows excessively. This occurs when:

a. Arms and elbows are swung about while using the shoulders as pivots, and the speed of the extended arms and elbows is in excess of the rest of the body as it rotates on the hips or on the pivot foot.
b. The aggressiveness with which the arms and elbows are swung could cause injury to another player if contacted.

Using this description as a basis, an official will promptly and unhesitatingly call such action with arms and elbows a violation.

True, but we just got this memo:

EXCESSIVE SWINGING OF ELBOWS. The rule change in regards to excessive swinging of elbows is as follows:

CONTACT ABOVE THE SHOULDERS Officials have only 2 CHOICES:

1. FLAGRANT FOUL if the contact is a result from excessively swinging the elbows.

2. INTENTIONAL FOUL if the contact is a result from non-excessive swinging of the elbows which is defined as action of arms and elbows resulting from total body movement as in PIVOTING or movement of the ball incidental to feinting with it, releasing it, or moving it to prevent a held ball or loss of control.

Right. IT's an NCAA rules change, even though this isn't a rules change year and new books aren't being produced. Guidelines are on the NCAA portal on arbiter. The guidleines include "suggested" rules language, but the actual rule produced next year might differ.

So do rules memo's have more creedence than rule books?!?!?:D No I did NOT ask that question (out loud) are the annual rules shin dig!

This rule in this year does.

Current rule books are 09-11. Guess its tough to add something after its already been printed.
