Basket Interference???

This actually happened.

A1 shoots the ball. The ball bounces off the front of the rim high above the rim in the cylinder above the basket. A2 jumps and puts the palms of both hands against the ring. A2 does not grab the ring, pull it down, or cause the backboard to vibrate.

What do we have if anything?

Basket interference occurs when a player:
ART. 1 . . . Touches the ball or any part of the basket (including the net) while the ball is on or within either basket.

Edit: Sorry, I forgot to add that I also got nothing

I don't see that this meets any of the GT or BI criteria.

I guess the question is whether the ball was IN the cylinder or ON the rim when the contact occured? Correct?

The OP states the ball was in the cylinder above the basket. Per the OP, I have nothing.

Yet Another Job For The ...

... Mythbusters.

A player cannot touch the ball, ring, or net while the ball is on the ring or within the basket. A player cannot touch the ball if it is in the imaginary cylinder above the ring. These are examples of basket interference. It is legal to touch the ring or the net if the ball is above the ring and not touching the ring, even if the ball is in the imaginary cylinder above the ring. It is legal to hang on the ring if a player is avoiding an injury to himself or herself or another player.

I had a T for this earlier this year.

Well, not directly, but ultimately....as the coach was going on and on about not calling BI. He said some magic words and I ended his sentence with a letter T.
