Maybe just assess each team a T and start the game as normal with a jump ball and each team having one team foul. And flip a coin for whose book is designated as the home book. Sound like you did what you could. I had a JVG tournament game with two having their road navy blue jerseys on a few years ago. AD of the host school tracked down some yellow pinneys. Turned out to be unnecessary as one team was far superior to the other one. Both teams were 'away' teams.

You don't know who is at fault so you give a foul to both.

I'm with you on this one. although, the benefit of having both coaches start with seat belts out weighs the draw back of being one foul closer to the bonsus.

Based on what rule? One team is in proper uniform. It would be wrong to penalize them arbitrarily. Also, this is not a double technical, so it would be incorrect to resume the game at POI.
