When was 3 whistle officiating first widely employed by one of our national amateur sports organizations?

Never, here in the Provisions State, we're still stuck in the twentieth century.

Also, I have not yet been voted onto the Esteemed Island, but I thought I'd put in my two cents anyway.

And, I hear that you're now the fourth best ref in your house. If your dog starts officiating, you may be knocked down another peg.

Haven't found the amateur yet, but the NBA went to 3 man in 1988 - not that I remember that!:D
