jump ball foul
 
biddy wreck game

I'm tossing the ball to start the game. ball goes up, both players swing for the ball. One player hits it forward, the other player misses the ball and hits the player on the arm after ball had been touched by first player. Foul?

No. (At least not unless it was obvoiusly more than an attempt to tap the ball).

How did the contact affect "normal offensive or defensive maneuvers" (or whatever the specific wording is)?

It was after the first player had already tapped it to her own teammate who, I think, went to the basket and scored.

It really reads like incidental contact to me. Sort of like when a defender hits the arm of a passer, with no effect on the pass which gets to its intended destination.

If your description is correct, then you got the call right. If it was for the reasons mentione, then you got it right for the right reason.
