Free throw violation?
 

BV Game the other night, H1 was in process of shooting free throws. While doing a few dribbles before 1st shot, the ball goes off foot of H1 & he steps over the line to get the ball. Is this a violation?

The officials didn't call it as such, yet the V Coach & V fans were yelling a violation happened.

9.1.1 SITUATION: A1, at the free-throw line to attempt a free throw: (a) muffs
the pass from the official and it rolls forward; or (b) while performing his/her
habitual dribbles prior to the release, accidentally allows the ball to deflect off
his/her foot into the lane. RULING: In (a), the official should sound the whistle to
prevent any violations and then start the free throw procedure again. No freethrow
violation should be called in this situation. In (b), a free-throw violation
shall be called on A1. (9-1-3a, e)

Can anyone recite the recent history when this situation was changed/clarified to where the violation must be called?

Changed last year ('08-'09).

Before that, the ruling in part(b) was something like "blow the whistle to prevent a violation, caution the shooter to be more careful and readminister the FT."

I knew it...I was asked this question by a JV official earlier this season and I told him to blow it dead and readminister. He thought it was a violation. I told him I would look it up while we got dressed and he finished his game. Sure enough, when I looked it up it's now a violation. I feel a little vindicated that I was right at some point in time. I must've missed this change. :o

As usual, Bob has nailed this one. Per the 2007-08 Case Book:
9.1.1 Situation: A1, at the free throw line to attempt a free throw....(b) accidentally drops the ball before the throwing motion is started. RULING: In...(b) the official should sound the whistle to prevent any violations and then start the free throw procedure again. No free-throw violation should be called in this situation.

Per 2008-09 Case Book:
In (b) a violation should be called on A1.

The ruling for a "muff" remains as it did in the 2007-08 Case Book. The administering official is to sound his/her whistle immediately -- BEFORE the shooter crosses the line -- in order to prevent a violation and then start the free throw procedure again.

A related question, the Rules Book and Officials Manual use the shaded text method to show changes in Rules/Procedures. Why is the Case Book not similarly shaded? It would be really nice to include a listing of Cases that are no longer valid in the back of the book as well.

I hate it when I don't get the memo of rule changes. Or sometimes it seems like I remember the old interpretations instead of the new ones :o

Unfortunately, the "memos" aren't always well communicated. The Case Book has grown from 89 to 92 pages over the past three years. While many of us attempt to read the entire Case Book cover to cover, many do not. I think that it would be really helpful if the Case Book would highlight Cases that are no longer valid -- in a special section in the back of the book -- along with a highlight of new/modified cases.

I would prefer to have a Case Book with all interps that are still valid that would be in a more complete (albeit thicker) Case Book. I carry the Rules by Topic (much thicker than the standard NFHS books) along with the Rules Book, Case Book and Officials Manual anyway.

I also have the historical Rules Interps as well. The problem is some of these have been invalidated due to Rules Changes. It would be really nice to have all current interps included in the Case Book for completeness.

Plus, this past summer I saw a Sr Official who had a 3-ring binder with pre-games, rule changes, POE's, local league rules, etc. in it - I made myself one (also put the misunderstood rules in mine) and always carry it with my gear. It's great!
