Video. looks like travelling to me why no whistle?
Look at video time "1:48".

Howinthehell would we know? It's the NBA. They don't know themselves. And they really don't care either. It's entertainment, not basketball.
You don't see traveling called by rule in the Globetrotters' games, do you? |

I don't think that you should expect a clear answer. For one thing, the NBA just changed the rule, so you'd have to know the date of the tape and the date of the rule change to begin to answer the question correctly. But even then, the NBA philosophy on traveling has been obscure.
So that's the answer to the question, "why didn't this draw a whistle?" If your question is really, "is this traveling in any other rule set," I suspect you already know the answer.
