In NCAA can a coach sub in a FT shooter to attempt a technical foul shot and then remove the shooter once the attempts have been completed?

Yes. The only requisite is the removed player cannot re-enter the game until one-tick of the game clock has passed.

Yes. The only difference is that in NCAA a player must shoot the entire sequence of FTs associated with a technical foul. You cannot have two different players shoot one FT for each of the two shoots. The only restriction would be the player that is coming back into the game. Those rules about staying out of the game for a tick of the clock still apply.
