No, you asked if case book is right.

This is going to sound harsh but you're really very annoying with your posts that for the most part, everyone has to clean up.

I guess you add some value with all your mistakes, they compel us to correct them.

Probably a matter of punctuation, but I took his meaning to be wonderment about where the information which tells the officials how to handle the situation was obtained. The title of his post should have looked like this: "case book, right?"
