If you stand out-of-bounds and you touch
an inbound player that is holding the ball, is it out of bounds? and who did the violation?
and what about the case that you stand out of bounds and you touch the ball that some other in-bound player holding?

Touch the player, no violation. Touch the ball, violation on player who is out of bounds.
