NFHS: Grant the time-out request.

NCAA Men's/Women's: Do not grant the time-out request. The NCAA adopted this stupid rule a few years ago and the reason that was given was the rule was that game officials were not getting the call correct. And I am still trying to figure out what the NCAA meant by that comment.
