IAABO signal change?

I see IAABO has changed the signal for "over and back" calls. Anyone else notice this?

Local Signals ???

I believe that the NFHS made a similar change:

http://www.nfhs.org/Workarea/DownloadAsset.aspx?id=3509

While perusing this link, I discovered that the NFHS does not have a "hard foul" intentional foul signal. I believe that only the NCAA-M have such a signal. My high school board has been taught this "hard foul" signal for several years. I also noticed that the excessive swinging arm signal uses only one arm. We've been taught to swing both arms for this signal.

Wouldn't you saying "over and back" claify that it was not a palming violation?
