JUCO rules Question
 
I was at a JUCO game yesterday and saw the following happen.

Player shooting two free throws. Shoots the first, and a sub is brought in, before the ball is at the players disposal for the second shot we had an Admin T for the sub not being in the book.

At this point they cleared the lanes, shot the 2 shot technical, then lined everybody up and shot the second free throw from the original foul.

Is this right for JUCO ?

JuCo uses NCAA rules for the applicable gender.

And yes this was correct. Shoot Technical free throws and then return to POI.

Pardon the rookie question (since I don't know NCAA rules at all), but it seems like in NFHS we would clear the lane and shoot the second foul shot, then shoot the two technicals and then inbound the ball at the division line.

Are the rule sets different, or do I have it wrong for NFHS?

You have it right for NFHS. NCAA is different in that a certain subset of their technical fouls are administered with POI; meaning you drop what you're doing to administer the T shots, then put the ball in play with whatever you were doing before.

Just to pile on, and be slightly more pedantic...

They shot the first free throw, then had the sub and T. At that point per NCAA rules you immediately administer the penalty for the T, which is two shots with the lane cleared. You resume play after the T by returning to the POI, which is the second free throw.
