correcting a coorrectable error
 

I have come across study guide for this years high school b-ball season online and it says correctable errors must be reconized before or during first dead ball after clock has started. O.k. with that,this part I dont understand,hope you can help me.{ If error is made while the clock is running and the ball is dead,must be reconized before second live ball.} How can the clock be running if the ball is dead?

Are the ball being live and the clock running always in synch? I can think of several times when either the ball is live with no running clock or the ball is dead and the clock is running.
