"The hand is considered part of the ball when the hand is in contact with the ball
 

"The hand is considered part of the ball when the hand is in contact with the ball. This includes holding,
dribbling, passing, or even during a shot attempt. Striking a ball handler or a shooter on that player's hand that is
incidental to an attempt to play the ball is not a foul, no matter how loud it sounds or how much it hurts."


Is it true that its not foul when somone holding the ball and im trying to steal the ball, and accidently slapping his hand?

ART. 2 . . . It is legal use of hands to reach to block or slap the ball controlled
by a dribbler or a player throwing for goal or a player holding it and accidentally
hitting the hand of the opponent when it is in contact with the ball

Any contact against your team is a foul. Any contact against the other team is "incidental." Just ask your coach.

My guess is that Mendi works under FEEBLE rules. Maybe they're different. I don't know and I really don't want to know. ;)

Scenario
 
*Player A1 jump to shot hugging the ball with two hands. the ball is exposed from the top.

*Player B1 start to move his hand to slap the ball from the top.

*An instant before B1 slapping the ball A1 sliding one hand on the ball to protect the exposed direction.

*Result: A1 is yelling because player B1 slapped his hand.


Foul?
