Correcting An Error
 
Can any official reconize and correct the error of failing to award a merited free throw?

Yes, if it is discovered within the defined time limits for a correctable error.

Or is it only the Referee? It sure would be easier if the rules book had an entire rule on "Officials and Their Duties" and sections for the Referee specifically and Officials in general.

Even with the "assistance" of their fellow officials observing the game, you know the neener-neener chants from the stands: "Yo dude, you need to recognize that...don't make me come in the locker room and smack you upside the head!" :p
