Generally, college conferences do not follow these mechanics. As was mentioned above, most see the proper mechanic as having all three officials and the table hit the button when a legal touch is seen.

Your mention of the state office indicates your experience is with high schools. I'm curious as to how many high schools use these devices, as my understanding is that many high schools do not as the opportunity cost is seen as too high for the return.
