Question FT shooter delays start of game

This play was posted recently on my local association's blog.

Following a 30-second timeout, A-1 is to attempt a free throw. Team A delays the resumption of play by not "breaking the huddle". The official sounds a whistle, and then puts the ball inside the semi-circle and begins the 10 second count. A-1 sprints onto the floor and enters the semicircle (prior to the 10 sec. count ending) and attempts the first of a one and one. The official rules the entering of the semi-circle a violation and administers the ball to team B put of bounds. Is the official correct?

The justification of the violation is that the ball when placed on the floor is at the disposal of the free-thrower. Please reference the rule and a case play for NFHS.

DELAY – TEAM WARNING
8.1.1 SITUATION B:
B1 fouls A1 during an unsuccessful try for goal. The calling
official has properly reported the foul and is in position for the free throws.
The administering official has given all instructions and signals. Team B is properly
occupying the required spaces, but three teammates of A1 are huddling
inside the lane.
RULING: Team A is warned for delay, the scorer records it and it
is reported to the head coach. If Team A commits any delay thereafter in the
game, a team technical foul shall be charged.
COMMENT: Since this situation is
not a throw-in or following a time-out or intermission, the resumption-of-play
procedure shall not be used. If the free thrower is not in the semicircle when the
administering official is ready, a technical foul is charged to the free thrower. If
the free thrower is in the semicircle, but does not accept the ball, it shall be placed

on the floor and the count started. (10-1-5d; 10-3-5c)

Only way to get the free throw legally...

Is for team A to call time out before the 10 second count expires and then of course line up on time.

9.1.3 SITUATION J: The official administering a free throw awarded to A1
places the ball at his/her disposal. A1, who is inside the free-throw semicircle
leaves the semicircle to confer with a teammate. RULING: Violation. After the ball
has been placed at the disposal of the free thrower, he/she is not permitted to
leave or enter the free-throw semicircle without violating
, until restrictions have
ended. (9-1-3e Penalty 1)

The OP specifically said the scenario was following a timeout.
