Saves the oob but throws the ball at the nose of an opponent

silly question?

When I played as far as I remember one wasn't allowed to throw the ball deliberately at an opponent just to get an OOB.

Is it common practise this days? Is it allowed?

I have seen a guy saving the ball from going oob but aiming the ball the nose ! of an opponent.

How would you punish this? Is this punishable under the rules?

They now can aim at the nose, at the scrotum all with the disguise of saving a ball from going OOB. A basketball can cause a lot of damage, can't it :D ?

Don't you think this should be banned?

If you're 125% positive he aimed at his opponent's face or stones, you can penalize with a Technical foul (or the FIBA equivalent).

If there's any chance hitting the face was an accident, it's perfectly legal. How could it be illegal? What if A1 was trying to pass it in and it hit B1's leg accidentally?
