dead ball foul
 
team A scores hoop, but before team B gathers ball for inbound.
A4 knocks down B4, the refs call a foul (personal)
team B is in double bonus, shoots 2 and team A inbounds.
my question is, shouldn't that be a dead ball foul (technical or intentional)

Since it's dead ball contact, then the foul has to be technical. Dead ball contact fouls must be either intentional, or flagrant. If A4 was ejected, then it was a flagrant technical. If A4 wasn't ejected, i.e., was left in the game as a player, sat on the bench as an eligible substitute, or was simply disqualified for his fifth foul, then it was an intentional technical.

The reference to a personal foul in your post is incorrect, as is the fact that Team A inbounded the ball after the foul shots. Also, the double bonus is irrelevant here. Did rebounders line up along the lane lines during the two free throws? If so, either the officials really kicked this situation, or you are not describing it correctly.

A4 stayed in the game and players lined up on the lane for free throws.
I went to the refs after the (JV) game to ask why that wasn't a dead ball foul
with a 2 shots and the ball penalty.
Their reply was that it wasn't a dead ball because the clock was still running.
And they thanked me for having a good question

And I will also thank you for a good question, because it is a good question, but their answer is wrong.

NFHS 6-7-1: The ball becomes dead, or remains dead, when: A goal is made.

NFHS 6-1-2-b: The ball becomes live when: On a throw-in, it is at the disposal of the thrower.

Thanx BM, that help clarify the call for me. The refs must have it at Team B's
disposal on the whistle, but thats not how they explained it to me.

Dead wrong.

Clock running: ball can be live (during play) or dead (after a made basket)

Clock stopped: ball can be live (at disposal of thrower for FT or throw-in) or dead (between quarters)

The clock tells you nothing about the status of the ball.
