My understanding is the premise of the rule here is to keep play moving toward the basket for an attempt to score. When you allow the play to reverse back into the offensive backcourt it defeats the intentions FIBA promotes to play a more offensive game.

It makes sense in my head when I say that!;)

That's exactly what I told our guys here when dealing with switching to FIBA.

The ambiguous position for a player straddling the line is a source of problems, just as it was a dribble on the division line. They introduced the "three points" rule, but did not go the whole way. I bet (hope, at least) they will do with the next rule revision.
