Correct procedure please
 
arrive on the court at the 15 minute mark all is well . at the 10 minute mark proceed to the table to ckeck on the book to make sure they are filled out and are correct(names , numbers and starters etc. ) . get to the scorers table and we cannot find the home book or the person to do the book. speak to coach and he does not know either. now is after the 1o minute mark , assess a T to the home team. explain to both coaches and move on. at the 3 minute mark, player from away team dunks in warm up. asses a T to the away team. queation, are they offsetting T fouls or not. and when you go to the table to check the books, are we concerned about both books or just the home book for thats the official book? thanks

Assess both Ts. Home will get the ball for a throw-in following this (and the arrow will be set to V).

1) Go over in advance of the 10:00 mark, to give time to correct an error.

2) The book / scorer need not be there at the 10:00 mark -- only that the teams have given the information to the scorer (or, if s/he is not there, put the information on the table).

Agree with Bob but will add, the T's are penalized in the order they occurred, these are not double technicals ("offsetting").

But if both coaches have submitted rosters and starters, why the T? Just because the book wasn't there?
