Intentional foul penalty for 3 point try

Consider the case of an intentional file during an unsuccessful 3 point try. Should 2 or 3 free throws be awarded. I think the rule book needs some fine tuning per the wording in PENALTIES (Rule 10 Summary):

4. Two free throws if intentional or flagrant, plus ball for throw-in.
5. Fouled in act of shooting and try or tap is unsuccessful:
a. Two free throws on a two-point try or tap.
b. Three free throws on a three-point try or tap.
Plus ball for throw-in if intentional or flagrant.

First, I'm looking for clarification from a higher authority (a NFHS case would be nice). However, if this happened in a game tomorrow, I'm awarding 3 free throws. My reasoning is that when the rules seem to conflict, go with common sense officiating. It may be to a team's advantage to intentionally foul a three point shooter if only 2 free throws were allowed. This might be the case if the team was up by 3 and time was about to expire.

The rule book is fine.

3 shots + possession nearest the foul for an unsuccessful 3-point attempt.

There's no conflict. Go with the red. That will be the correct ruling.

No conflict here. An intentional foul always results in 2 FTs, except when it occurs during an unsuccessful 3 point try. 3 FTs then.
