How would this be administered at FED or NCAA than? A2's basket is good (if release was before foul) and A1 is either shooting bonus or A's ball out of bounds?

Foul doesn't have to occur before release. Foul can occur any time after A2 begins habitual shooting motion and before the try ends.

Free throws for the offended player (A1) would depend on team foul count:

1-6: no free throws
7-9: 1-and-1
10+: 2 free throws

Whether the shot went in or not would have no bearing on the free throws.

I saw the video again and a tv reply- the foul occurs before the shot and right after the pass. The ref calls the foul right after the basket is made. Williams shoots one.
On some advantage plays, say defender fouls A1 on a pass to A2 for a fast break layup. I might ignore the foul if A2 gets the ball or delay the foul briefly to see if A2 gets it. If it is an intentional foul or a flagrant foul would play be stopped immediately? A1 pass is to a A2 who has an easy layup and B1 flagrant fouls A1 before the shot attempt. Take away the basket and give team A two shots and the ball?

Depends on how close A2 is to shooting when the foul occurs.

Okay, seriously, you have the rule right.

Just be sure you make A1 shoot the free throws and they get the ball at the spot of the foul.

yeah I would be allowing the basket even if the foul occurs before shot especially on hard fouls. But it would have to be quick- plausible deniability. Got that from the movie Independence Day
