out of bounds throw in??

My question is when I put the ball at the throw-in-player disposel (after a out of bounds call or foul or what ever) other than a made basket. Is another player allowed to step out of bounds and recieve the throw and then put the ball in play??

There are two types of throwins.

1. Endline throwins.
2. Spot throwins.

You're talking about spot throwins. On a spot throwin, it's a violation as soon as the 2nd player steps out of bounds; don't wait for him to catch the ball. Once you hand or bounce the ball to the thrower, they cannot change throwers.
