Bench Personnel
 
Once the horn sounds, do the players on the court become bench personnel?

Not necessarily. See if you can figure out why. ;)

However, they are bench personnel during the intermissions.

Since I'm a newbie I'll take a crack at this.

Players don't become bench personnel until the end of the quarter - either after the ball becomes dead if it's in flight when the horn sounds, or after all subsequent penalties are enforced (i.e. free throws, etc) so that the quarter is officially over.
